Description TITLE: Government Relations Analyst ( Management Analyst, Senior Management Analyst) SALARY: $71,597– 98,697 / $87,026 – 119,966 DIVISION: Government and Community Relations POSTING DATES: April 6, 2026 – Open until filled * The starting salary is determined by years of relevant working experience, educational and training background, and will not exceed the mid-point of the range. ABOUT SGVCOG The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. As a joint powers authority, the SGVCOG represents 31 incorporated cities and unincorporated communities within Los Angeles CountySupervisorial Districts 1 and 5. This position is part of the Government and Community Relations Department and supports public outreach, legislative initiatives, and intergovernmental coordination. THE POSITION The SGVCOG is seeking a dynamic and detail-oriented Government Relations Analyst to support legislative advocacy, policy analysis, and community outreach and stakeholder engagement efforts. This role will also assist with intergovernmental relations and support building and maintaining relationships with elected officials, agency partners, and external community stakeholders across theSan Gabriel Valley. The Government Relations Analyst should be politically astute, highly organized, an excellent writer, and a proactive self-starter. This position will contribute to advancing the SGVCOG’s mission, goals and objectives through legislative activities, special projects, and public engagement strategies. Examples of Duties ESSENTIAL DUTIES&RESPONSIBILITIES Duties may include, but are not limited to, the following: Monitor and analyze legislative developments at the local, state, and federal levels in coordination with SGVCOG’s advocacy team, identifying potential impacts on agency priorities and member cities. Prepare legislative analyses, reports, memos, and briefing materials to support decision-making. Plan and coordinate special events, including public meetings, press conferences, media briefings, and communityengagements. Draft talking points, speeches, correspondence and advocacy materials. Identify funding opportunities and support grand development, coordination and compliance efforts. Implement public outreach and community stakeholder engagement strategies to increase awareness of SGVCOG projects, programs and initiatives. Provide administrative and technical support to SGVCOG policy committees, technical advisory committees and working groups, and the Governing Board, including agenda preparation, meeting coordination, and compliance with the Brown Act. Deliver presentations and updates to the Governing Board, committees, and external stakeholders. Liaise with elected officials, agency partners, and community stakeholders. Assist in program budgeting, fiscal tracking, and consultant management. Attend meetings and community events, including evenings and weekends as needed. Perform other related duties as assigned. KNOWLEDGE OF: San Gabriel Valley communities and regional priorities. Public sector operations and best practices. Legislative research, analysis, and policy development. Grant coordination and administration. Community outreach, public engagement, and media strategies.Event planning and coordination principles. ABILITY TO: Communicate effectively both orally and in writing on complex topics. Analyze information and make presentations on SGVCOG projects and programs. Build and maintain effective working relationships with diverse stakeholders. Manage multiple priorities in a fast-paced, dynamic environment. Exercise sound judgement and creative problem-solving. Deliver high quality, timely, and detail-oriented work. Work flexible hours, including evenings and weekends, as needed. Minimum Qualifications EDUCATION&EXPERIENCE Government Relations Analyst Bachelor’s degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least two years of experience in legislative research and analysis, including bill tracking and policy analysis. OR Associate degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least three years of experience in legislative research and analysis, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: Experience working at a government entity, non-profit, or equivalent entity. Senior Government Relations Analyst Bachelor’s degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least three years of experience in independent legislative research and analysis, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: One year of supervisory experience. Required: Experience working at a government entity, non-profit, or equivalent entity. RECRUITMENT INFORMATION The SGVCOG is seeking to fill one position in this recruitment. This recruitment will stay open until filled.
