Job Description:

Resource will provide medical claims and payor data (eligibility, medical, vision, lab, pharmacy) Extract, Transform and Load (ETL) services using Structured Query Language (SQL) to (1) migrate Claims processing from the Countys custom schema to Epic standard Caboodle schemas (2) combine custom SQL Server Integration Services (SSIS) packages for Quality Incentive Program (QIP) Payor Data into one QIP master package and (3) standardize and optimize QIP Claims eligibility processing. The role requires consultantlevel communication skills, the ability to coalesce related requests and offer solutions that satisfy multiple requirements, and Software Development Life Cycle discipline gathering & documenting and confirming requirements gathering, designing solution, obtaining SME signoff, coding, testing/validation, UAT, & documentation.

Typical Tasks:

Resource will assess the feasibility of Epic standard Caboodle schemas for QIP eligible Claims processing migration.
Resource will assess solutions for combining custom SSIS packages for QIP Payor Data into one QIP master package.
Resource will do an initial assessment of how the QIP metric tables are currently used
by the County for processing QIP eligible Claims and investigate improvements to
the processing of Claims including how indexes, partitions, and other SQL best practice constructs can improve QIP eligible Claims processing by the County.
Resource will do County designated, ongoing assessments of additional
improvements to the processing of Claims and Resource will provide Resources
assessment no later than 5 business days from the date of Countys additional
Resource will recommend a migration plan to the County to the Epic standard
Caboodle schemas for QIP eligible Claims.
Resource will recommend a solution to the County for combining custom SSIS
packages for QIP Payor Data into one QIP master package.
Resource will recommend to the County the initial Claims Processing Update
Resource will recommend to the County the Claims Processing Update for Ongoing
Assessments no later than 10 business days following the Resources assessment.
Resource will develop and test the solution to combine custom SSIS packages for QIP
payor data into one QIP master package.
Resource will develop test and migrate the QIP eligible Claims processing to Epic
standard Caboodle schemas.
Resource will develop and test the initial Claims Processing Update.
Throughout the Term, Resource will develop and test the Claims Processing Updates
arising from the Ongoing Assessments no later than 30 business days following the
County approving the Resources recommendation.
On an ongoing basis during the term of the Work Order, Resource will collate source
documents and prepare the documentation for each solution and save in the
Countys Software Development Lifecycle repository for future reference by the
County.
On an ongoing basis during the term of the Work Order, Resource will update
reports, dashboards, and other outputs when workflow or application build changes
occur to preserve the development history.

Required Skills & Abilities:

Minimum 3 years of ETL development, at least one of which in the Epic domain a plus
Strong SQL development using best practice industry standards
Working knowledge of healthcare related financial and transactional files (including billing, eligibility, claims)
Experience in building scalable data architecture
Experience in full data integration solutions with existing data architectures
Experience in importing from and to 3rd party agency or vendor data
Experience designing, implementing, and maintaining sustainable, scalable ETL processes
Must be a self starter comfortable working under general direction (opposed to active
supervision)
Ability to follow Enterprise Software Development Life Cycle standards for Unit Test, Peer
Test/Review, SME Validation and production migration and publishing.

Skills & Abilities:

Strong Microsoft SSIS experience
Strong Microsoft SQL experience
Strong Caboodle development experience for both Epic and NonEpic data preferred
Strong Epic Clarity and Caboodle data model knowledge, including all financial aspe cts as well as relevant clinical aspects that drive coding and billing Healthcare financial data acumen preferred
