Position is Hybrid in Austin, TX

I. DESCRIPTION OF SERVICES

The Agency requires the services of 1 Software Developer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 2, Applications/Software Development and the specifications outlined below for the Agency.

The Candidate will perform highly advanced software development work as part of an agile project team under the direction and guidance from Treasury and Statewide Financials management. The Candidate must be able to:

code requested changes in accordance with standards, guidelines and design documents provided by CPA

coordinate the testing, debugging, and preparing test data, and interact with technical and non- technical staff in the coordination of changes

deliver tested, production-ready software solutions that meet strict availability requirements in a large-scale enterprise environment.

CPA will require the Candidate to work on the following initiatives and will perform advanced analysis/programming tasks such as:

Participating in all phases of SDLC, including design, software development and code review.

Performing extensive code reviews and analysis.

Writing reports on code analysis to determine if industry standards and best practices are being followed; provide analysis to address found short comings.

Providing guidance and knowledge sharing to existing development staff.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Required Skills

7 Years – Experience making code changes in accordance with standards, guidelines, and design documents provided

7 Years – Experience coordinating the testing, debugging, and preparing of test data and interacting with technical and non-technical staff in the coordination of changes

7 Years – Professional experience in software development building production software systems

7 Years – Experience with IBM Enterprise COBOL for z/OS

7 Years – Experience with IBM DB2 for z/OS

7 Years – Experience with MVS/JCL

7 Years – Experience with data integration and data quality

7 Years – Experience with Software AG's NATURAL

5 Years – Experience with highly complex application security requirements

1 Year – Experience with any of the Texas CPA Statewide Financial Systems: USAS, US Government Client, SPRS, TINS, HRIS

Preferred Skills

5 Years – Experience of Texas Statewide systems and the CAPPS program (listed twice – kept once)

5 Years – Experience with CONTROL-M for z/OS

5 Years – Experience with Computer Associates' product Endeavor for COBOL

5 Years – Public sector experience (Federal, State or Local Government)

5 Years – Proficient with Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel, and PowerPoint

5 Years – Experience designing and implementing secure RESTful web services

5 Years – Experience with code reviews, in-depth code analysis, and completing system documentation

1 Year – Experience with Jira

1 Year – Experience with Confluence

1 Year – Experience designing and building Microservices

1 Year – Experience with Agile teams that have iteratively and incrementally delivered software while practicing code review

1 Year – Experience with Java programming language

1 Year – Experience with coaching, mentoring, and knowledge transfer to junior-level software developers and other personnel as required

1 Year – Experience with Compuware ISPW

1 Year – Knowledge of Topaz

1 Year – Knowledge of IDz, Eclipse for Mainframe

1 Year – Knowledge of TeraData SQL Assistant
