JOB TITLE: Graphic Designer

Scope of Services:

The scope of the proposed services will include, but are not limited to, the following:

Meet with State staff to determine the scope of a project

Advise State on strategies to reach a particular audience

Determine the message the design should portray

Create images that identify a product or convey a message

Develop graphics for logos and websites

Select colors, images, text style, and layout

Present the design to State

Incorporate changes recommended by the State into the final design

Review designs for errors before printing or publishing

Ensure coding standards are met; optimize web architectures for navigability and accessibility

Utilize specialized graphic design software to prepare designs

Stay up to date with the latest software and computer technologies

Plan site design by clarifying goals and designing functionality

Develop site navigation by categorizing content and directing traffic

Coordinate with copywriters and graphic artists for site content and graphics

Prepare site with server software installation and configuration; ensure cross-platform compatibility

Register site with search engines

Maintain and upgrade site with updated content and new technology

Design and install security features

Enforce content and display standards

Analyze and summarize data and trends for reporting

Mandatory Expertise/Experience:

Bachelor s degree

Experience with Adobe CS Suite (Illustrator, InDesign, Photoshop, Acrobat, HTML, etc.)

Experience executing brand guidelines, with strong layout, image, typography, and color skills

Experience designing external-facing information and graphics

Knowledge of technology solutions for web, mobile, and desktop platforms

Desirable Expertise/Experience:

Experience with education or government institutions

Experience building user interfaces for websites/web apps

UX/UI design competencies

Government agency experience

Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen s client, allowing the user access to the required systems and technology.
