The Idaho Department of Lands (IDL) is seeking a full-time Management Assistant(s) -

Either a Public Records Request Coordinator or an Executive Management Assistant depending on the successful candidate. This position will be located at our Director's Staff Office in Boise, Idaho.

Performs a variety of administrative duties that enable management or administrators to function more effectively; or primary focus is on administering a program; performs related work.

Minimum Qualifications

Experience:

Interpreting and applying regulations or policies and procedures Planning, organizing, implementing, and evaluating special projects Independently researching, compiling, developing and summarizing material for reports on a frequent or recurring basis Analyzing information, identifying problems, defining alternatives and developing recommendations for management/administratorsNature and Scope

These positions require in-depth knowledge of the organization in order to manage a single program or multiple projects. They interpret, apply, and implement policies and procedures to accomplish the mission of the organization. The incumbents are a part of the management team and participate in management decisions and may supervise staff. They have administrative decision-making latitude and serve in a leadership role with the freedom to act on and implement the decisions they have made. They are recognized by others as having the authority and accountability delegated by the administrator when responding to inquiries, resolving complex problems or issues, or committing department resources. They have the authority to respond to sensitive or controversial issues that require high level public relations and interpersonal skills. Some positions may have budgeting responsibilities. The program knowledge for some positions can only be gained by extensive, progressive experience within the program. These positions may be underfilled with a lower-level classification and delegated increasing authority as expertise is gained.

Key Responsibilities:

Agency Public Records Request Coordinator:

Communicate effectively with internal and external customers Develop a comprehensive understanding of Public Records Law Maintain and implement IDL's Public Records Request policy Develop, revise, distribute and post guidelines, forms, templates, worksheets and other PRR documents Record, forward, track and upload PRR's received at Director's officeContact requesters for clarification of broad or ambiguous requests, sort and review documents for responsiveness, redact documents, draft cover letters for responsive documents, coordinate review by the agency's deputy attorneys general Compile and distribute weekly PRR report Executive Management Assistant:

Manage the director's and deputy director's calendars, including making appointments, prioritizing obligations, coordinating travel arrangements. Plan, arrange and prepare for meetings, including document and audio/visual preparation and handling meeting logistics. Orchestrate group conferences for internal and external participants, on-site and off-site, including organizing location, travel, transport, catering, etc.Answer and respond to phone calls, communicate messages and information. Maintain confidential and sensitive information. Maintain comprehensive and accurate records. Perform accounting tasks related to invoices and travel expenses. Draft, review, and send communications on behalf of director/deputy director.Supervise public records coordinator and front desk staff, including providing coverage for absences and ensuring statutory requirements are met. Assist administrative staff with support for Land Board and Oil&Gas Conservation Commission meetings, including substituting in any role or capacity for successful execution of meetings. Other additional and/or alternative duties as assigned from time to time, including supporting other departments or Executives as needed.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level.
