Back-fill request for Full Stack developer to handle OMS BAU and IB enhancements for Tooling Realtime Monitoring Squad.

Please note that there is no change in headcount.

Justification for this request:

L50 employee position (Req# (phone number removed) approved as back-fill for ex-employee (Neil Catalan) is being downgraded to L40 and will be filled as a conversion for existing contractor Joshua Davis. This RF will be used to backfill the contractor position. The upgrade in contractor level is offset by the downgrade in employee position.
