Description
The City of Norfolk’s Department of Public Works is currently seeking an Asphalt Plant Operator I within our Streets&Bridges Division. This position operates and maintains the City’s asphalt plant; designs, mixes, performs various tests on asphalt blends and ensures operation is in accordance with all Federal, State and local laws. The Asphalt Plant Operator I also performs major and minor repairs and maintenance on the plant, facility buildings and construction equipment.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Storm Water System and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.
The Division of Streets&Bridges strives to make vehicle and pedestrian traffic throughout Norfolk pleasant and safe by repairing potholes, road repairs, broken sidewalks, curbs, and gutters. The Division is also responsible for grading shoulders and medians and responding to emergencies by removing ice, snow, and storm debris.
Departmental Hiring Salary Range: $46,794.34 - $49,134.06
Essential Functions
Essential functions include but are not limited to:
Monitors the operation and maintenance of the asphalt plant and construction equipment by determining the proper quantities of materials needed to produce asphalt, adjusting controls to regulate the flow of materials, maintaining the speed of systems, ensuring the plant is operating at the proper temperature, ensuring that the plant is operating in accordance with the law, performing repairs on compressors, motors, belts, and performing preventative maintenance such as greasing and corrosion control, assisting the yard crew with the repair of heavy construction equipment, portable equipment, and vehicles.
Supervises the loading of asphalt and AC 20 onto trucks and trailers by ensuring the spill prevention is in place during off loading, monitoring inventory and ordering AC 20, signing for receipt of goods, and loading asphalt from the silo to the kettle with a remote system.
Confirms that asphalt is mixed according to state specifications by performing daily tests in the lab and screening materials to ensure the proper ratio of materials.
Maintains records on asphalt tests and equipment repairs by preparing spreadsheets and reports to track the amount of asphalt produced.
Responsible for the adherence to the Department of Environmental Quality (DEQ) permits to include Air Quality Permit, Environmental Storm Water Runoff Permit, and UST/AST permit. Ensures accurate and timely completion of all daily, weekly, monthly and yearly inspections and reports required by DEQ.
Provides mechanical assistance during weather events by repairing and mounting snowplows and chemical spreaders as well as others recovery duties as assigned.
Work requires the ability to read technical manuals, chemical compositions and City policy.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division. Comprehension of basic percentages to calculate quantities of materials used to make asphalt.
Work requires the ability to write daily and monthly reports and records.
Perform emergency weather recovery such as de-icing and snow removal and storm debris removal.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
Two years' experience in asphalt plant operations; or six months experience with an Asphalt Plant Operations Certification.
Additional Information&Requirements
Must possess a valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
Asphalt Plant Operations Certification must be obtained within one (1) year of employment of position.
Work Hours: Monday– Friday 6:30 a.m. to 3:00 p.m.; 40 hours per week every week
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
