Description
Summary:

Candidate shall be part of a team responsible for the technical support and administration of the Department of Defense Departmental Reporting System (DDRS). DDRS provides standard reports required by Treasury, Office of Management and Budget (OMB), and Office of the Secretary of Defense (OSD) for various entities within DoD; that are produced at the Service (Agency) or DoD Component level and Chief Financial Officer (CFO) Statements that must be consolidated for the entire DoD. DDRS additionally provides reports for DoD Reporting entities that are required to produce subsequent reports for Treasury and OSD, which will vary by report. Production reports for entities lower than those required for Treasury and OSD are considered a secondary objective of DDRS. Producing "non-standard managerial reports is considered an ancillary function of DDRS.

DDRS is running on an Oracle 18c (or higher) relational database management system (RDBMS) as the data server and Oracle 18c (or higher) as the application server.

Job Responsibilities:

" Uses expertise to design develop, code, test, and debug software.

" May work in one or several areas, such as equipment or software design, engineering evaluation or test, configuration management procedures, statistical analysis and modeling.

" Works with users to define existing or new system scope and objectives.

" Provides analytical support and technical advice during the conceptualization, development, and implementation phases.

" Plans and schedules new applications systems projects with user, systems software, and computer center operations personnel, including the identification of objectives, time frames, costs, and Client requirements.

" Performs tasks necessary to ensure the identification and documentation of hazards within software systems using various analysis tools and techniques.

" Reviews and evaluates systems and software for adherence to government or commercial directives, standards, guidelines, and criteria concerning software safety and systems safety.

" Confirms design mitigations are captured in the design and its documentation and verifies implementation.

" May perform as a project lead with the responsibility for the instruction, assigning, direction, and monitoring of the performance of assigned systems developers / analyst working on a specific project.

" Basic design, build or maintenance of software, using authoring or scripting languages, content creation tools, management tools and digital media.

" Identify problems uncovered by testing or customer feedback and correct problems.

" Evaluate code to ensure it is valid, meets industry standards and is compatible with devices or operation systems.

Candidates will be working in an integrated product team of system owners' developers and testers; supporting the maintenance and development of the DDRS application. The software developer will be responsible for the analysis, design coding unit testing and documentation/audit checks for assigned system change requests. Responsible to make certain system changes meet established developers guide requirements/standards. Candidates will participate in system requirements reviews, critical design reviews, test readiness reviews and pre/post implementation reviews as part of the defined system development life cycle

Skills:

" 8 + years of software development experience required.

" Advanced Oracle PL/SQL skills

" 5 + years Oracle Reports/Forms

" Oracle Applications Express (APEX) experience is a plus.

" Oracle DBMS experience 12c or higher

" JavaScript

" Experience with APEX Office Print (AOP) is a plus

" Experience with Agile System Development Life Cycle methodologies required.

" HTML

" Knowledge of IT Service Management practices is beneficial.

" Excellent interpersonal, consultative skills.

" Excellent documentation and communication skills.

" Self-motivated and ability to motivate others.

" Good problem-solving skills

" Ability to follow complex instructions, work independently, or function in a team as needed.

" Knowledge of commonly used concepts, practices, and procedures for full product development life-cycle desired.

" Ability to prioritize, plan, organize and manage multiple tasks efficiently.

" Ability to effectively present to and interact with all levels of management

Education/Experience:

" Bachelor's degree in computer science or equivalent training required.
