Mid-Management Police Position

This position is a mid-management level position, reporting directly to the Police Chief, which performs management and administrative duties over designated areas of operations and personnel on assigned shifts. The position provides direction, mentorship, supervision, and leadership to police officers and assigned non-sworn personnel. This position will help to provide focus to the calls for service and coordination of response level. The position will assume charge of police field and/or office operations as assigned; to supervise and personally perform investigation, patrol, and administrative duties; to take an active role in community-based policing and facilitate familiarization between law enforcement and community residents through active engagement. Supervision received and exercised: Receives general supervision from the Police Chief. Exercises direct supervision over sworn and non-sworn employees.Duties include, but are not limited to: Supervise patrol, investigations, traffic, records, animal/wildlife control, code compliance and other related law enforcement activities, direct and supervises the deployment of officers and equipment during assigned duty and coordination of overall schedules.Supervise and conduct complete and detailed investigations of general and specialized crimes; review all investigation reports and make recommendations and suggestions to officers; coordinate investigations involving several officers, including narcotics investigations. Maintain discipline and ensure that Department rules and policies are followed. Monitors morale, personnel issues, internal or community complaints, responding as required and conducting follow up on matters brought forward as necessary.Review, implement and train employees on Federal, State, Departmental and Town rules, policies, and procedures. Assist in development of departmental policies and procedures. Supervise officers in follow-up investigations and personally participate in investigations including the routine gathering of evidence, questioning of witnesses, and apprehension of suspects.Participate in all normal shift activities as assigned, including enforcing local and state laws, issuing citations, making arrests, and transporting prisoners and working with juveniles. Supervise officers in preparing reports and personally prepare reports in cases for trial, and personally appear in court to present evidence and testimony as required.Confer with prosecutors and maintain contact with other law enforcement agencies. Contact and cooperate with other law enforcement agencies in matters relating to the investigation of crimes, the apprehension of offenders, joint training programs and specialized response. Respond to difficult inquiries and complaints; from citizens, businesses or visitors and requests for information; maintain contact with citizens regarding response.Maintain positive relationships with the public to promote and participate in proactive policing and intentional community engagement programs. Oversee officer training and development and manage special assignments. Establish and manage program for in-house training for perishable skills. Conduct in-service training.Provide and facilitate community forums and events; attend, participate, and represent the department at a variety of community, public, and school events, building and maintaining relationships with residents of and visitors to the Town. Analyze and synthesize a variety of data concerning Departmental activities and prepare reports and statistics.Performs mid-management level administrative police work for assigned areas or responsibility, such as assist in budget preparation and administration, oversee property and evidence, prepare and manage staffing plan, work programs and schedules. Serve as watch commander. Supervise, train, and evaluate sworn and non-sworn staff. Evaluates the performance of subordinates including recommendations for pay adjustments and implementation of disciplinary actions.Manage assigned non-sworn personnel and programs including Animal Control, Wildlife Management, Code Compliance, Evidence/Property storage and administration, Records, and public services. Conducts briefing sessions; ensures compliance with and disseminates information for shift change. Reviews and evaluates work methods and procedures for improving organizational performance; directs, train, assists, supervises and inspects the work of employees assigned to various tasks or specialized areas of work.Assist in the training and administration in animal control/wildlife in the use of lethal and less lethal weapons against bears; quarantine animals; write reports; issue citations; work with animal shelters; euthanize animals and respond to public complaints and requests. May assist the Police Chief and/or Town Department heads with completion of special projects, reports and assignments.Perform other related duties as assigned. Typical qualifications include knowledge of police methods and procedures, police departmental rules, state and federal laws, criminal law, principles of supervision and training, and modern office practices. Ability to gather and evaluate facts, analyze situations, provide a positive image of the Town, interpret and apply policies and laws, use and care for police equipment, communicate clearly, establish working relationships, foster professionalism, identify community issues, lead and command respect, and make independent decisions.Experience and training requirements include a high school diploma or equivalent, seven years of experience as a Police Officer with demonstrated supervisory ability, and possession of appropriate California POST certificates and a valid California Class C Driver's License.
