Pursuant to paragraph (2.9.3 b. 6) of the contract, all SOWs with a total firm, fixed price for all deliverables that is over $75,000 shall include a 10% holdback per deliverable, unless otherwise identified in the SOW. This holdback must be reflected in your SOW response's firm, fixed pricing, if applicable (SOW total price over $75,000). In order to address the holdback on any SOW bid over $75,000, your payment milestones should reflect 90% of the cost for each milestone and shall include the final payment milestone that represents 10% of the total price of your SOW bid.'

The Missouri DOLIR Division of Workers' Compensation (DWC) is modernizing its legacy Workers' Compensation systems (AICS on AS/400) into a new "Work Comp Connect solution. To support this 21-month effort (09/01/2025 06/30/2027), DWC requires a Technical Subject Matter Expert (SME) with extensive AS/400/2E/SQL expertise. The SME will function as the DWC's technical authority for all data-and-code aspects of legacy system analysis, back-bridging, migration, and integration.
General Requirements:
U.S.-based Services Only: All services and personnel must be provided in the United States; offshore resources are not permitted.
Flexible Resource Replacement: Vendor may exchange assigned resource(s) upon State approval of replacement resumes.
Security & Confidentiality: All deliverables, tools, code, and data are confidential. Vendor resource(s) must comply with DOLIR/ITSD security policies, mandatory trainings, and required development/test procedures.
Vendor Minimum Experience Requirements:
Overall Firm Experience (&Client; 4 years):
" Workers' Compensation data and processes
" AS/400 system development and/or support
" 2E software development and/or support
Experience with Missouri's Workers' Compensation system is preferred.
Vendor Resource(s) Experience Requirements:
The SME resource must meet all of the following (each &Client; 4 years):
AS/400 systems (RPG/CL) and 2E development
Writing and executing SQL queries
Analysis of Workers' Compensation data structures (Missouri experience preferred)
Ability to collaborate with technical and business stakeholders and attend project meetings.
Performance Requirements (Technical Responsibilities):
Legacy System Support & Analysis:
" Provide ongoing technical assistance for existing DOLIR AS/400 environments (RPG via 2E, IBM CL, AS/400 GUI Presto, SQL/IBM Query).
" Analyze the legacy AICS AS/400 data structures to inform modernized design.
" Write efficient SQL queries and 2E code as needed to extract, transform, and load data.
Back-Bridging & Data Integration:
" Manage test environments to facilitate data back-bridging between Work Comp Connect (WCC) and the legacy AS/400 solution.
" Execute AS/400 data extracts into a staging area; schedule extracts at predetermined intervals.
" Develop scripts to automate data transfers between WCC and legacy systems, ensuring data integrity and exception handling.
" Analyze data relationships to support ongoing integration between systems.
Deliverable Production:
" Produce monthly status reports consolidating weekly activities, task summaries, stakeholders, and outstanding issues.
" Use the ITSD Project Deliverable Acceptance Form (PDAF) for formal acceptance of each monthly status report.
Testing & Validation:
" Oversee ETL and data migration testing, including incremental and full loads between legacy and modernized schemas.
" Create data validation and exception reporting processes to ensure high-fidelity migration.
" Document transformation logic and maintain a data dictionary.
Technical Collaboration:
" Partner with the DWC Modernization Project Director and ITSD Project Manager to review design, identify technical risks, and align on security/compliance (FERPA, HIPAA, PII/PHI safeguards).
" Mentor and guide ITSD staff and junior data engineers on AS/400 and modern database best practices.
Compliance & Security:
" All work must adhere to State security policies: use ITSD-provided VDI/remote desktops, maintain Active Directory credentials, and develop on approved infrastructure.
" Guarantee all data and applications reside within U.S. boundaries.
" Enable nightly incremental data extracts to feed the State Data Warehouse; support final end-of-contract extraction (60-day window).
Deliverables:
Monthly Status Reports (22 total):
" Format: Consolidate weekly status updates (per ITSD Status Report template).
" Approval: ITSD Project Manager and DOLIR/DWC management via PDAF.
Data Architecture Artifacts:
" Logical and physical data models for legacy AICS (AS/400) and new Work Comp Connect schemas.
" Data dictionaries, ER diagrams, and ETL transformation logic.
ETL & Migration Scripts:
" Well-tested SQL/ETL code, QA filters, and exception handling logic supporting data back-bridging.
Master Data Governance Documentation:
" Definitions, data steward guidelines, and remediation procedures for key entities.
Performance Baseline Reports:
" Database benchmark metrics (e.g., query times, indexing strategies) with infrastructure recommendations.
Final Data Extract Package:
" Complete, validated end-of-contract data export for archival and hand-off within 60 days post-06/30/2027.
Reporting Requirements:
Weekly Status Reports: Use ITSD Status Report template; include task name, summary of work, requesting stakeholder, status, and items needing management attention.
PDAF Process: Each monthly deliverable must be presented via PDAF for formal review/approval.
Technical Environment Requirements:
" Use State-owned Microsoft ADO or JIRA to track issues, bugs, and defects.
" Vendor must procure and maintain all required development licenses (e.g., Visio, DataIO) for AS/400, 2E, SQL development.
" ITSD will provide a VDI with project-specific software.
Submittal Requirement
Completed SOW Response Document (separate file ):
Fill in all Vendor sections of this SOW.
Vendor Signature Section: Authorized signature on the SOW.
Deliverable Payment Milestone Table: Firm-fixed price per each Monthly Status Report (22 lines), 10 % holdback column, and invoiceable amount column.
Contracting Resource(s) Price Calculations Table: Hourly rates estimated hours (for internal cost validation; payment remains deliverable-based).
Proposal Narrative (as concise as possible):
Exhibit A Approach & Methodology (d 10 pages): Detailed plan addressing all tasks in Section 2 (data migration, modeling, back-bridging, governance, testing). Describe tools, processes, and timelines.
Exhibit B Personnel Qualifications & Biographies: Resume for each proposed resource (SME). Must show &Client; 4 years' AS/400, 2E, and SQL experience; Missouri DWC or similar Workers' Compensation background preferred.
Exhibit C Relevant Company History & Experience: Three (3) case studies illustrating:
AS/400 modernization (e.g., legacy mainframe or iSeries to relational/columnar DB).
Master data management and governance implementations.
Complex ETL/SQL work and performance optimization on cloud platforms (preferably AWS).
Exhibit D Participation Commitment: MBE/WBE/SDVBE documentation or "None if not applicable.
Work Breakdown Structure (WBS): Gantt chart or equivalent showing tasks, milestones, dependencies, and timelines aligned with Section 2 deliverables.
Testing & Validation Plan: Describe processes for nightly incremental extracts, data validation, and final extraction QA (tools, frequency, stakeholders).
Security & Compliance Approach: Outline how the SME will implement FERPA, HIPAA, PII/PHI safeguards, and use State-provided environments.
Resumes for Proposed Resource(s):
Provide one (1) resume for the Senior Technical SME (full-time allocation). Must demonstrate:
" &Client; 4 years' AS/400 (RPG/CL/2E) experience
" &Client; 4 years' SQL scripting and relational database design experience
" Experience with Missouri DWC AICS or similar legacy Workers' Compensation systems
