Building Safety Division Manager
Promotional only. Only City of Norco employees eligible to apply. Under administrative direction, to manage, supervise and coordinate the activities and operations of the Building Safety Division including inspection of building construction activities, issuance of building permits, and operates as a resource to the Code Enforcement Division; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Director of Community Development.Essential functions may include the following tasks, knowledges, skills and other characteristics. This list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class. Typical duties and responsibilities include: Plans, manages, and oversees the daily functions, operations, and activities of the Building&Safety Division, including building construction activities, plans examination, and permit processing. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.Reviews permit applications and check plans for conformance with appropriate codes and regulations; collect fees, issues permits and perform related work; resolve conflicts with developers; prepares enforcement correspondence as necessary; maintains a record of and prepare reports on building activity.Develops and standardizes procedures and methods to improve the efficiency and effectiveness of building inspection, plans examination, and permit processing services and activities; assesses and monitors workload and administrative and support systems; identifies opportunities for improvement and recommends to the Director.Conducts field investigations and inspections as necessary; confers with owners, architects and engineers on design and construction plans; ensures that all structures inspected adhere to housing, zoning, mechanical, electrical, plumbing, energy and mobile home codes and standards; may assist Fire department inspection staff as necessary; prepares case files for prosecution; testifies in court; prepares and records notices on properties.Prepares new codes and ordinances for adoption by the City Council. Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.Serves as the liaison for the Building Safety division with other departments and outside agencies; negotiates and resolves sensitive and controversial issues. Attends meetings of a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.Provides responsible staff assistance to the Director of Community Development. Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to building inspection programs, policies and procedures as appropriate. Attends and participates in professional group meetings; stays current on new trends and innovations in the field of building inspection.Researches and implements new technologies to improve customer service, including hardware and software systems. Performs related duties and responsibilities as required. Verifies consultant invoices for accuracy; verifies and prepares plan check and permit fees. Performs other related duties as assignedQualification guidelines include: Five years of increasingly responsible experience in building inspection, permit technician, including two years of senior level responsibility, or an equivalent of 5 years in a lead or senior level position as a senior permit technician and/or plans examiner work.Bachelor's degree with major coursework in public administration, business administration, engineering, architecture, or a related field. Possession of a State of California driver's license and the ability to maintain insurability under the City's vehicle insurance program. ICC Certification as a Building Plans Examiner and Building Inspector.ICC Certification for Building, Mechanical, Electrical, and Plumbing. ICC Certification as a Certified Building Official. The work environment characteristics described here are representative of those that must be met by employees to successfully perform the essential functions of this position. The employee works under typical office conditions with exposure to computer screens, and the noise level is usually quiet.
