Job Summary
Responsible for overseeing and managing all building inspection operations for the City. This role ensures the efficiency and coordination of both office and field functions while safeguarding public health, safety, and general welfare of citizens by planning, coordinating, and directing building inspections activities for the City. The position reports to the Assistant City Manager.Essential Functions
1. Provides regular updates, strategic recommendations, and departmental performance reports to the City Manager's Office, ensuring alignment of Building Services operations with citywide priorities and executive direction.
2. Reviews plans for compliance with locally adopted codes (building, mechanical, electrical, and plumbing), and for compliance with applicable ordinances.
3. Meets with homeowners, contractors, architects, engineers, etc. regarding code issues as they relate to proposed projects.
4. Answers code related questions from the public (in person, by telephone, and through correspondence).
5. Conducts on site visits as needed to resolve plan review issues.
6. Acts as a liaison between the clerical staff and field inspectors, in addition to the Assistant Building Official, throughout the permit and inspection process.
7. Maintains accurate and detailed project plan review files and project plan storage.
8. Provides documentation and testimony before various City Boards and Commissions.
9. Directs and oversees the preparation and administration of the departmental budget; directs the forecast of funds needed for staffing, equipment, materials and supplies; directs the monitoring of and approve expenditures; directs and implements adjustments as necessary.
10. Performs personnel-related managerial and supervisory functions-including hiring, training, delegating work assignments, evaluating, counseling, disciplining, and other related tasks-duties that are also performed by the Assistant Building Official.
11. Executes special projects as assigned.
12. Ensures that construction plans are reviewed accurately and in a timely manner.
13. Ensures that plan review and code related inquiries are addressed thoroughly and in a timely manner.
14. Ensures that all projects are thoroughly documented and that such documentation is accessible to all interested parties.
15. Ensures that plan storage is maintained in a logical and accessible manner.
16. Ensures adherences to code ordinances and state laws; oversees workload assigned to each inspector.
17. Drafts amendments to existing codes and ordinances.
18. Confers with architects, engineers, contractors and workers regarding guidelines, code interpretation ordinances and state law.
19. Prepares and monitors the division budget and expenditures.
20. Prepares and maintains technical reports.
21. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
22. Regular and timely attendance are required for this position.
23. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work. Required Skills SKILLS, KNOWLEDGE AND ABILITIES• Ability to make independent decisions. • Ability to work independently and with minimal supervision. • Ability to keep up with current technology.• Must have good oral and written communication skills and organization skills. • Must have excellent verbal and written communication. • Must have strong analytical skills. • Must be comfortable working outside comfort zone with a willingness to learn. • Must be a team player who is able to work in a fast-paced environment with deadlines.• Ability to provide excellent customer services including a desire to help customers regardless of their circumstance. • Ability to effectively communicate information and ideas in writing, as well as through speech, so others will understand. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.• Ability to communicate with internal and external customers and possess excellent customer service skills. • Ability to work irregular hours and schedule at times to meet deadlines. • Ability to maintain cooperative-working relationships with employees and those contacted in the course ofwork.• Ability to rely on extensive experience and judgment to plan and accomplish goals.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
Bachelor's degree in Architecture, Engineering, Construction Science or related field plus two years of experience as a Plans Examiner or Building Inspector in a Municipal Building Inspection Department or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
Must possess one or more of the following International Code Council certifications: Building Inspector, Mechanical Inspector, Plumbing Inspector, Electrical Inspector, Plans Examiner or Building Official.
State of Texas Plumbing Inspectors License is required.
Must pass a Federal/National criminal background check, credit check and have a valid Texas driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment basic physical, drug screen, functional assessment screening (Level 1), Titmus vision screening, and Ishihara vision screening.
