Description

Finance Department Payroll Position
This is a single position classification, assigned to the Finance Department.
This position is responsible for performing technical accounting duties involving payroll.
This position reports to the Accounting Manager.
Essential functions include:
Processing bi-weekly and monthly payroll for all city employees.
Preparing the quarterly State Industrial Insurance System Report stating the payroll for each division in the City.
Preparing the quarterly Federal withholding tax report stating the amount of tax liability, and resolving any discrepancies.
Preparing a quarterly report for the State Employment Security Department stating the amount of the payroll for the City as well as other pertinent data.
Preparing the monthly health insurance payment and checks for accurate payment of medical, life, dental, vision, long term disability, voluntary accident, and voluntary life.
Preparing monthly accruals report and distributing to department heads and supervisors.
Preparing and mailing invoices for retirees insurance monthly and recording receipts.
Processing payment for all employee benefits to vendors.
Reviewing, calculating, and performing all payroll adjustments preparing data processing.
Maintaining records of all employee deductions and disbursing funds in accordance with such deductions.
Processing W-2 at end of year for all current and former City employees.
Verifying room tax reports and remittance received from hotels and motels, and preparing remittance to Las Vegas Convention Vis.
Authority, the State of Nevada, and Clark County.
Reviewing and posting payment journals and general-ledger entries.
Assisting department finance managers as needed.
Minimum qualifications include:
An associate's degree in business administration, or related field.
Three (3) years of increasingly responsible experience in the maintenance of financial, payroll, and related statistical records.
A valid Nevada or "border state" driver's license, as defined by NRS 483.
Passing a nationwide fingerprint-based record check, and a wants/warrants check.
Knowledge, skills, and abilities include:
Knowledge of business English; payroll procedures; modern office practices.
Skill in using personal computers, facsimile machines, ten-key adding machines, cash registers, and telephones.
Ability to compute and prepare the City's payroll and payroll changes in an accurate and timely fashion in accordance with departmental procedures; exercise considerable discretion concerning information of a confidential nature; establish and maintain effective working relationships with fellow employees and the public; understand and follow written and verbal instructions; perform accurate mathematical calculations in connection with the payroll; maintain accurate payroll and accounting records; prepare accurate reports; operate common office equipment; communicate with other individuals both in person and over a telephone.

May be required to work an alternative or flexible work schedule, outside of normal business hours, which may include evenings, weekends, holidays, and/or extended hours.
General physical requirements: Exerting up to 25 pounds of force occasionally and/or a negligible amount of force constantly to move objects.
Must be able to lift a minimum of 15 pounds unassisted.

Avoiding distractions in a busy environment.

Physical activities: The worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
Visual acuity: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes.
Working conditions: The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
