Description
Conduct Commercial Driver License (CDL) skills tests, keep records, and perform related administrative functions on behalf of the Third Party Administrator strictly in accordance with applicable testing procedures and all terms of the Third Party Administrator's Agreement with the Florida Department of Highway Safety and Motor Vehicles.
Examples of Duties
1. Conduct the following CDL skills tests, pursuant to 49 CFR 383.133, the terms of the Third Party Administrator Agreement, and applicable provisions of Chapter 322, Florida Statutes• Skills (Pre-trip, Basic, and Road) tests for Class A, B, and C. 2. Comply with Federal Motor Carrier Safety Administration regulations pursuant to 49 CFR 383.75; Section 322.56, Florida Statutes; all other applicable Florida Statutes; administrative rules of the State of Florida and the Department; and with all applicable local ordinances.3. Conduct tests under the Third Party Administrator Agreement only while employed by, and on behalf of, a Third Party Administrator certified by the Department to administer an approved CDL skills test program. 4. Maintain a permanent mailing address and provide this address to the Florida Department of Highway Safety and Motor Vehicles.5. Participate in update and refresher training as may be required by the Florida Department of Highway Safety and Motor Vehicles. 6. Electronically record test results into the Commercial Skills Test Information Management System (CSTIMS) only for those skills exams that the Third Party Tester administered.7. Allow the Florida Department of Highway Safety and Motor Vehicles, Federal Motor Carrier Safety Administration, or its representatives to conduct random examinations, inspections, and audits of its records, facilities, and operations without prior notice as required by Section 322.56, Florida Statutes, and pursuant to 49 CFR 383.75.8. Provide representatives of the Florida Department of Highway Safety and Motor Vehicles and the Federal Motor Carrier Safety Administration with all records required to be maintained under the Third Party Administrator Agreement, on request. 9. Allow representatives of the Florida Department of Highway Safety and Motor Vehicles and the Federal Motor Carrier Safety Administration to observe an applicant's testing, including those portions occurring inside vehicles.10. Meet all requirements of Chapter 119, Florida Statutes, regarding public records.

EDUCATION AND QUALIFICATIONS:• Be at least 21 years of age. • Have no history of a criminal conviction of offenses bearing on his or her ability to fill a position of trust as a CDL Third Party Tester, including but not limited to crimes of fraud, sexual offense and/or moral turpitude at any time, or other felonies or first-degree misdemeanors within the past ten years.• Successful completion of the Florida Department of Highway Safety and Motor Vehicles-approved training program applicable to the type(s) of CDL skills tests being conducted. • Cannot be employed by the Florida Department of Highway Safety and Motor Vehicles or with a county tax collector licensing agent.• Within the last three years, have had no driver license disqualifications, suspensions, revocations, or court or Florida Department of Highway Safety and Motor Vehicles ordered driver improvement actions, excluding disqualifications, suspensions or revocations that are for non-moving violationsincluding suspensions for financial responsibility compliance, and within the last five years have had no alcohol-related traffic convictions.• Have had at least three years of experience as a commercial motor vehicle operator or a minimum of one year of experience as a CDL skills tester and/or trainer of commercial motor vehicle operators. Commercial Motor Vehicles are defined in Section 322.01(8), Florida Statutes.
(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)
Licenses, Certifications, or Registrations:• Hold a valid Commercial Driver License (CDL). • Successful completion of the Florida Department of Highway Safety and Motor Vehicles-approved training program applicable to the type(s) of CDL skills tests being conducted.
