As City Surveyor, the essential function of this position is to lead and perform surveying operations in support of Public Works and Engineering activities, including boundary and right-of-way surveys, topographic surveys, legal descriptions, construction layout, and mapping. The position also supervises assigned staff and supports the delivery of small to mid-sized infrastructure projects.As Project Manager, the essential functions of this position include coordinating and overseeing field implementation of projects performed in-house and by contractors, supervising inspection efforts, and serving as a liaison between City departments, utilities, contractors, property owners, and the public.This position focuses on surveying operations, field project delivery, and coordination. Engineering design and development review functions are coordinated through the Engineering Division. This position routinely interacts with the public regarding right-of-way, property boundaries, and related issues, requiring clear communication, professionalism, and the ability to resolve concerns in a practical and respectful manner.The position develops and implements programs within organizational policies and reports major activities to executive-level administrators through conferences and reports. This position reports to the Deputy Public Works Director or other designated supervisor. Summary of Duties
Supervises assigned Engineering staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, and disciplining. Performs and oversees surveying activities, including boundary surveys, right-of-way determination, topographic surveys, construction layout and staking, and preparation of legal descriptions, plats, and related documents.Conducts and supports topographic data collection and analysis for project design and construction, including development of grade and earthwork quantity estimates for City projects. Manages and maintains survey data, mapping, and coordination with Geographic Information System (GIS) functions. Prepare, modify, and review boundary, topographic, and construction surveys as needed, utilizing CAD and mapping/drawing software such as AutoCAD or MicroStation.Manages assigned projects to ensure work is completed safely, on schedule, and within budget. Coordinates with contractors, utilities, and other stakeholders to resolve field issues and maintain project progress. Oversees and participates in construction inspections, ensuring compliance with applicable standards, specifications, and regulations. Assigns staff to ensure proper inspection coverage.Manages the permitting process for work within City and State rights-of-way and coordinates utility relocations as needed. Supports the development and implementation of routine infrastructure programs such as paving, sidewalks, drainage improvements, and related work. Oversees floodplain management responsibilities, including review of plans and coordination with applicable regulations.Reviews subdivision and site plans for compliance with applicable local, state, and federal regulations, as assigned. Directs the flow of information between the City, private professionals, contractors, and the public, including responding to inquiries and resolving issues related to right-of-way, property boundaries, and project impacts.Meets with property owners, residents, contractors, and other stakeholders to address questions and concerns related to right-of-way, property lines, easements, and project impacts; provides clear explanations and works toward practical resolutions. Maintains project records, including reports, plans, correspondence, and related documentation, ensuring accuracy and timeliness.Gathers and maintains data to support periodic and special reports documenting activities within the area of responsibility. Attends and participates in staff meetings, Planning Commission meetings, and professional development opportunities. Represents the Public Works and Engineering Departments as needed.Assists with the development and implementation of policies and procedures related to surveying, inspection, and field operations. Regularly operates within GIS and other survey-related applications. Minimum Qualifications
EDUCATION REQUIREMENTS:
Education requirements refers to job specific training and education required for entry into the position.
Requires a Bachelor's degree in surveying, engineering, or a closely related field and/or meets requirements to possess a State of Tennessee surveying license.
LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED:
Licenses, certifications, and registrations refers to professional, state, or federal licenses, certifications, or registrations required to enter the position.
Requires a valid Tennessee Driver's License and licensure as a Professional Land Surveyor in the State of Tennessee.
EXPERIENCE REQUIREMENTS:
Experience refers to the amount of work experience that is required for entry into the position that would result in reasonable expectation that the person can perform the tasks required by the position. Requires a minimum of five years of progressively responsible experience in surveying, construction, or public works, including supervisory or project coordination experience.
