Description
We are seeking an experienced Programmer Analyst 3 to serve as an advanced technical resource within the Eligibility Area. This role is ideal for a self-motivated professional with 8–11+ years of experience in software development and system analysis who can independently manage complex tasks, evaluate solutions, and contribute to multiple high-impact IT initiatives.
Key Responsibilities:
Design, develop, test, implement, and maintain applications across multiple platforms using .NET and Java technologies.
Provide production and batch job support for applications such as CDC I-Billing, CCAC, and Bridges, including support for upgrade efforts.
Support development and maintenance of additional processes and reporting solutions that serve the Department of Health & Human Services.
Analyze system requirements, identify potential solutions, and recommend technical modifications for enhanced functionality and performance.
Participate in all phases of the software development lifecycle using Agile methodologies.
Lead development tasks as needed and mentor junior developers.
Develop and maintain thorough documentation for all development activities including navigation, data storage, data retrieval, validation, manipulation, and reporting.
Provide ongoing technical support for the CDC I-Billing application, which allows CDC providers to submit billing information and includes CCAC (Childcare Attendance Certification) functionality.
Collaborate with central office teams and providers to troubleshoot and resolve production-related issues.
Requirements
Required Qualifications:
8–11+ years of experience in software development or a related IT field.
Strong experience with .NET 4.8 with C# and Oracle database technologies.
Solid understanding of Java for enterprise-level web development.
Demonstrated ability to work independently and lead complex technical projects.
Experience supporting large-scale production systems and batch processing jobs.
Familiarity with Agile development processes and best practices.
Strong problem-solving skills and the ability to think creatively to find effective solutions.
Excellent written and verbal communication skills.
Preferred Qualifications:
Experience with applications supporting human services or government programs.
Prior involvement in supporting web-based billing or certification systems.
