GENERAL SUMMARY

Salary: $21.04/hr. minimum - $24.55/hr. midpoint (Depending on qualifications)

To perform a variety of tasks associated with advanced technical zoning inspection; to enforce zoning codes, regulations and ordinances.

SUPERVISION

General supervision is provided by the Building Inspection Field Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual. Inspect businesses for proper use and compliance with approved certificate of occupancy. Inspect previously occupied buildings, spaces or suites for code compliance with any Conditional Use Permit.Inspect existing residential and commercial structures for change of use, occupancy, or compliance with applicable codes and ordinances. Perform random and systematic inspections for compliance with the City's sign code. Confer with business owners, tenants and the general public; explain and interpret requirements and restrictions of adopted codes and ordinances.Receive calls and answer questions about permits and code requirements; direct inquiries as necessary. Retrieve permit information from the computer; verify legal data including owners, tax records, and other data needed to issue permits. Maintain files and reports regarding inspection activities and findings on all active projects.Testify in court as necessary. Drive to and from destinations as assigned by Supervisor. OTHER DUTIES AND RESPONSIBILITIES

Oversee maintenance of assigned vehicle. Investigate and resolve public complaints; determine compliance with City codes and ordinances; and recommend appropriate actions. Assist in training other inspectors and related staff as appropriate. Teach or attend a minimum of 96 hours of training annually on the legal, administrative, mentoring and technical aspects of the ICC codes.Perform other duties as assigned.

MINIMUM JOB REQUIREMENTS

EDUCATION

High School Diploma or GED. EXPERIENCE

Thirty-six (36) months experience in Building Inspection, zoning, building construction, property maintenance, health, fire, or Environmental Code. Thirty (30) hours of college coursework may substitute twelve (12) months required experience. One (1) International Code Council Certification may substitute twelve (12) months required experience.Any combination of college coursework or International Code Council certifications may substitute a maximum of twenty-four (24) months required experience. LICENSES AND CERTIFICATES

Possession of a valid driver's license. Must obtain International Code Council Zoning Inspector certification within one year of promotion or employment. Must obtain State of Texas Registered Code Enforcement Officer license within one year of promotion or employment with the City. WORK SCHEDULE

Monday - Friday, 8:00 a.m. to 5:00 p.m.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT Full Time Employees: The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, Dental HMO Plan, Vision Plan, and Life Insurance. The City is self-insured and offers a choice of two medical plans: HSA, and High Deductible Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.

The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.

The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.

Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability

Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
