Description
Job Title

Investigates, researches and resolves questions, complaints, violations and issues related to land use, signage, nuisances, and other related city, county, and state laws and ordinances. Prepares and maintains a variety of code enforcement records, reports, notices, and files. Enforces such codes uniformly; ensuring the health, safety, welfare and quality of life for the residents and businesses of the City of Doral.Supervision Received and Exercised

This position is classified as a non-exempt, full-time position with a 40 hour work-week. This position has a schedule of Tuesday through Saturday, 2:00PM -11:00PM. Essential Duties and Responsibilities

Essential Functions: Enforces, explains, and interprets the City Land Development Code, and municipal codes including but not limited to nuisance abatement, clearing, grading, filling, flood, and zoning. Educates business owners and residents on local and state ordinances; Prepares and/or distributes educational materialsAssists residents and businesses with applications for permits and City licenses. Communicates with other departments and outside agencies to exchange information. Prepares and presents cases to the Special Magistrate hearing officer and conducts follow-up inspections as ordered. Issues verbal and written notices of code violation and citations for code violations.Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Creates and maintains files, reports, and photographic records regarding inspections and plan check activities and findings. Maintains records and documents of customer service issues and resolutions.Researches problems and service requests regarding commercial and residential properties, building construction and code compliance. Performs zoning-related inspections. Performs any other duties as assigned by the Code Compliance Field Supervisor. Additional Duties: Performs other related work as required.Minimum Qualifications

MINIMUM EDUCATION AND TRAINING An Associate's degree from an accredited college in a related field such as planning, criminal justice or public administration. Three (3) year's experience in general work experience involving enforcement of rules or laws, public speaking, and/or substantial contact with members of the public.Successful completion of Level I of Florida Association of Code Enforcement Training within six (6) months after hired is required. Must possess a valid Florida Driver's License with an acceptable driving record. MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED Must be computer literate with working knowledge of Microsoft Word, WordPerfect or a similar word processing program as well as Excel.Ability to prepare and present Code Compliance Cases before the Special Magistrate. Ability to meet and deal with the public and fellow workers in an effective and courteous manner. Ability to enforce regulations tactfully, firmly, and impartially. Ability to perform several tasks at one time. Ability to read and understand architectural plans.Ability to be held accountable for inventory/property management. Ability to use small office equipment, including copy machines or multi-line telephone systems. Ability to use computers for data entry. Must have a valid motor vehicle operator's license. Must be fluent in the English language. Ability to communicate in Spanish is a plus.Must be non-smoker. The minimum qualifications may be waived by the City Manager. Physical Requirements: Ability to receive detailed information through oral communication; make rational decisions; express ideas by speaking accurately/loudly/quickly; shout in order to be heard above ambient noise level; use visual acuity to perform activities such as viewing a computer terminal, determining the accuracy of work, operating heavy equipment or making inspections; and walk from one work site to another.Ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
