Policy, Performance and Research Analyst
at the Clackamas County Juvenile Department. If selected as the Policy, Performance and Research Analyst, the most critical components of your job will be to conduct program and research analysis, workflow and data system management, analyze and compile data and report outcomes. In this role you will provide comprehensive professional analysis, forecasting, planning and assistance to support business operations, and project management and guidance on complex studies. You will have an opportunity to examine and evaluate organizational structures, administrative policies and management systems to determine the most effective methods of accomplishing work or implementing changes. You will play a critical role that, while broad in scope, requires professional expertise and understanding of complexities of the department, cross-divisional or cross-functional projects, initiatives and operations. You will be able to apply your critical thinking skills when conducting studies that typically contain findings of major significance to the department and often serve as the basis for new or considerably revised policies, systems, procedures or programs, which impact quality and of operations and services.

Required Minimum Qualifications/Transferrable Skills:*
A minimum of five (5) years of relevant experience, including the following: Experience planning and conducting comprehensive research studies Experience with policy and data analysis Program evaluation experience, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findingsExperience preparing reports based on data analysis, research findings, and forecasting trends Experience in working with grant applications, writing, reporting, meeting designated goals Skilled in descriptive and predictive analyses, with a substantial knowledge of analytic software Knowledgeable in management data reporting strategies and platforms, and has insight into key performance indicators suitable for juvenile justice to measure successExperienced in guiding project work and supporting multiple projects at once Organized and detail oriented Strong interpersonal skills that translate into all of the following: Strong verbal and written communication skills, including ability to speak publicly and to explain and present complex, technical information to individuals with various levels of technical knowledge and skillsAbility to work well independently, as well as having a collaborative, team-oriented approach to work Ability to handle a wide range of situations and circumstances effectively, positively, and professionally and to maintain effective working relationships both internally and externally Strong analytical skillsEffective problem-solving skills Strong active/reflective listening skills

TYPICAL TASKS
Duties may include but are not limited to the following:
Plans, identifies and conducts comprehensive research studies in the field of juvenile justice and operational improvement projects to analyze effectiveness of department policies, programs, services, systems and operating procedures; determines appropriate methods of approach and analysis, including involvement of internal staff and collaboration with stakeholders; develops scope and timelines, including identifying and utilizing resources and mitigating difficulties; establishes criteria to identify and measure quality effectiveness and compliance; designs, collects and may oversee collection of data, conducts data analysis and quality reviews.
Evaluates, organizes and reports findings, and forecasts trends; identifies and recommends options or solutions and their associated benefits or impacts; researches and incorporates current best practices and research in juvenile justice, and emerging trends, prepares comprehensive reports and presentations, including submissions/reporting to outside agencies; presents information to department leadership/executive management.
