This position is located at the Waters Edge Office in Roseville and may work a hybrid schedule up to 50% remotely. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position is responsible for implementing the title services program in the Metro Right of Way Department by assisting

as a centralized resource to MnDOT

in securing good and marketable title to the real estate it acquires. Duties include:

Implementing the title services program in Metro Right of Way by conducting on-line and in person research within the various Twin City Metropolitan Counties by researching and analyzing the land records for tracts of land and preparing a title opinion based upon principles of real estate law, including Minnesota Title Standards.

Reviewing title opinions, field title reports, market data reports, and other supporting documents and applying legal knowledge to determine the legal interests for direct purchase and condemnation.

Providing direct purchase support, including preparation of acquisition documents, advising on methods to resolve title defects and the risks associated with each proposed method, and the effect of a particular interest on MnDOT’s ability to acquire.

Providing legal advice on property management matters, including conveyances, permits, leases, and agreements.

Drafting and reviewing real estate documents, conducting legal research, and reviewing proposed legislation.

This position will occasionally travel within the Twin Cities Metropolitan area for title research.

Minimum Qualifications

A Juris Doctor degree from an American Bar Association (ABA) accredited law school; and

A current license to practice law in the State of Minnesota; and

Two years of advanced professional experience that demonstrates the following:

Experience preparing title opinions and/or title commitments for real property

Experience in real property law sufficient to prepare title examinations

Experience reviewing legal descriptions sufficient to prepare a title opinion for the acquisition of real property.

Preferred Qualifications

Experience with the direct purchase or condemnation acquisition process, including ensuring compliance with state and federal requirements and drafting acquisition and conveyance instruments.

Skill in legal research and analysis, professional writing, and client counseling.
