Title: Application Development & System Optimization for Grid Resilience and Agency-Wide Digital Services

Type: Contracted Professional Services

Estimated Duration: 4 months with optional extension

Location: Remote

I. OBJECTIVE

ODOE seeks an experienced developer with expertise in Microsoft Dynamics 365 (Model-Driven Apps and Portals), Power Automate, and .NET to support a range of initiatives. These include closing down the Wildfire Program, updating the Grid Resilience Grant application, completing a critical onboarding automation project, modernizing the public comment submission system, improving the IT Help Desk case management system, and reducing long-term Dataverse storage costs through optimized data handling and offloading.

II. SCOPE OF WORK

The selected consultant will work collaboratively with the ODOE Information Services team and business stakeholders to deliver the following:

1. Grid Resilience Grant Application and Wildfire Development

Objective: Close down the Wildfire Application and update the application to manage the Grid Resilience Grant lifecycle.

Tasks:

Meet with ODOE's Energy Development Services team to define workflows, data capture needs, approval processes, and reporting requirements.

Design and build the application using Dynamics 365 (Customer Service Hub or Model-Driven App).

Integrate Power Automate for notifications, status changes, and external communications.

Implement document generation (e.g., contracts, award letters) using Power Automate or third-party tools (e.g., DocumentsCorePack, Adobe PDF Services).

Deliverables:

Working application and workflows for Grid.

Closed down application for Wildfire.

User documentation and training guides

Test plan and system validation checklist

2. Review & Completion of Employee Onboarding Automation

Objective: Assess and complete the automation for employee onboarding using Dynamics 365 and Power Automate.

Tasks:

Review the current Phase 1 implementation and provide feedback.

Assist with Phase 2 and 3 implementation including form autofill, PDF generation, and meeting scheduling.

Ensure completed forms (e.g., Work Schedules, Emergency Contact, LD Forms) are exported to formatted PDFs matching HR templates.

Deliverables:

Finalized automated onboarding process

Form-to-PDF export automation

Admin training materials

3. Public Comments Portal Review and Modernization

Objective: Optimize the existing Power Apps Portals-based Public Comments site for usability and performance.

Tasks:

Review current portal structure, authentication, and back-end integration.

Recommend and implement improvements in UI/UX, accessibility, spam filtering, and workflow handling.

Ensure comment data is properly stored and accessible via internal review tools.

Deliverables:

Technical assessment report

Revised portal design and back-end workflows

Updated user guidance documentation

4. IT Help Desk Case Management Improvements

Objective: Enhance the Dynamics 365-based Help Desk case system for better intake and internal workflow.

Tasks:

Redesign the case intake form to allow submission via both web form and direct email-to-case.

Improve categorization, prioritization, and status tracking.

Create dashboard views for IT staff to monitor incoming and active tickets.

Deliverables:

Updated Help Desk application

New intake workflows

IT dashboard and reporting views

5. Dataverse Optimization and SQL Data Offloading

Objective: Reduce storage costs by reviewing and optimizing current use of Microsoft Dataverse.

Tasks:

Review all current Dataverse usage across apps and portals.

Identify tables and attachments suitable for offloading to on-premises or Azure SQL environments.

Develop automation or integration to extract and archive data periodically.

Deliverables:

Data offload strategy and architecture diagram

Automated extraction/export process

Storage cost analysis report with projected savings

III. REQUIRED QUALIFICATIONS

5+ years of hands-on experience with Microsoft Dynamics 365 Customer Service, Power Automate, and Power Platform

Proficiency in Power Apps Portals and Dataverse schema optimization

Experience with .NET (C#) for backend integrations and service extensions

Demonstrated ability to produce form-driven PDF documents via automated workflows

Familiarity with SQL Server, Azure Data Factory, or related tools for data offloading

IV. OPTIONAL/ADDITIONAL TASKS

Provide code reviews and knowledge transfer to ODOE developers

Assist with deploying solutions to production using ODOE's ALM pipelines

Advises on future scalability and licensing optimization across Power Platform usage

V. TIMELINE & REPORTING

Kickoff:

Within one-two weeks of contract signing

Weekly progress check-ins with the ODOE Energy Incentives Manager & CIO

All deliverables to be submitted via agency-managed repositories (SharePoint, Azure DevOps)
