Description:
The Senior Business Analyst will function as the lead BA within the Enterprise Project Management Office (EPMO),and has responsibility for providing guidance and support to other BA’s as well as the Project Managers within the EPMO. This individual works closely with project managers, operational management, programming staff and end users to define business needs and identify acceptable solutions. This includes reviewing, analyzing, and evaluating business requirements and processes and translating them into formal project documents. The Senior Business Analyst will also be responsible for all user testing of the recommended solutions and ensure they meet current and anticipated business needs.
What You Will Do:
For smaller projects, this position will assume the overall project management duties in addition to the BA functions
Consults with external and internal business clients and end users to analyze procedures and processes, and identify, define, and document opportunities for improvement
Analyze business objectives in relationship with the defined future state to identify feasible technology solutions
Guides the business SME’s to define the future state process flows
Assists with development of the business case and project scope documentation
Works with programmers to assist in the translation of requirements into technical specifications
Documents current and future state work flows, utilizing process flow diagrams, entity-relationship diagrams, and flow charts
Develops the business case and project scope documentation

Responsible for aspects of project management, including requirements gathering, scope definition, design, and drafting test plans
Elicit, document, and organize business and functional requirements
Participates in aspects of project management, including requirements gathering, scope definition, design, and drafting test plans
Coordinates project activities, including product demonstrations, testing, and feedback sessions
Studies existing information processing systems to evaluate effectiveness and promote enhancements in systems to improve production or workflow as required
Evaluate system changes for downstream system and/or organizational impacts
Prioritize and track all issues to resolution
Facilitate and or assist with group meetings
Provide agendas and follow up with meeting minutes
Participate in prototyping solutions to provide the business unit a preliminary evaluation and/or user interface experience
Work with the business units to identify minimum performance expectations
Validate that all functions perform according to the defined specifications
Perform test planning, coordination and user acceptance testing activities
Assure testing defects and fixes are logged and tracked accurately
Provide required problem, status and time reporting
Escalate risks and issues to the Project Manager as appropriate
Develop and maintain positive working relationships at all levels of the organization
Mentor, coach and at times direct other BA’s and assigned QA’s on project activities
Other duties as assigned
You Will Be Successful If:
Must have excellent customer service skills
Ability to work effectively with key stakeholders, project team members and vendor personnel
Excellent written and communication skills, including project management documentation writing skills
Demonstrates superior knowledge of business analysis and project management methodologies
Possesses in-depth experience working within the software-development life cycle
Demonstrates significant knowledge of, and experience with, large project implementations in a BA role
Health care business processes (Medi-Cal and/or Medicare) knowledge, including claims and eligibility processing, benefits, and authorizations is highly preferred
Significant experience in the creation and execution of test plans is required
Must be able to attend meetings and participate in small teams effectively
Wide variety of computer skills including Word, Excel, PowerPoint, Outlook, and Visio
Knowledge of SQL with the ability to create queries for simple reports and statistics
What You Will Bring:
Bachelor’s degree in computer science/IT/Business related field; or an equivalent combination of education and relevant experience may be qualifying
Six (6) years’ experience working as a business analyst
Healthcare experience required, with preferred experience working in managed care
Certified Business Analysis Professional (CBAP ®) preferred.
Must have significant experience working within a structured Project Management and Software Development Lifecycle environment
Experience working as a Business Analyst on large complex enterprise projects is required
