Nalu Federal, LLC is a Native Hawaiian Organization-owned SBA 8(a) small disadvantaged business supporting federal defense, security, logistics, medical administration, information technology and mission-support customers.
Nalu Federal has been awarded a U.S. Army Corps of Engineers, Vicksburg District armed security guard services contract supporting the protection of Government personnel, facilities, property and sensitive information across portions of Mississippi, Arkansas and Louisiana.
We are seeking an experienced
Project Manager / Program Manager
to lead this armed-security operation on-site in Vicksburg, Mississippi.
Position Summary
The Project Manager will serve as Nalu Federal's senior on-site operational representative for the USACE Vicksburg armed security guard contract.
This individual will be based at MVK Harbor and responsible for overall contract performance, daily guard-force operations, personnel readiness, post coverage, quality control, incident reporting, customer coordination, training compliance and emergency-response oversight.
This is not a desk-only management position.
The Project Manager must be fully qualified and physically capable of performing armed security guard duties in addition to managing the workforce and supporting the Government customer.
The ideal candidate is a retired or transitioning law-enforcement supervisor, Military Police leader, Security Forces leader, force-protection professional, federal protective-security manager or experienced armed guard-force manager.
Key ResponsibilitiesContract and Customer Leadership
Serve as Nalu Federal's primary on-site representative for daily contract operations.
Coordinate professionally with the Contracting Officer's Representative, Government Security and Law Enforcement Office, Nalu leadership and assigned personnel.
Maintain authority over daily operational matters, staffing coverage, performance issues and emergency response.
Participate in contract meetings, inspections, progress reviews and corrective-action discussions.
Promptly elevate issues affecting staffing, safety, security, performance or contract compliance.
Armed Security Operations
Lead and manage an armed security guard force protecting USACE personnel, facilities and property.
Ensure all required posts are staffed and that no post is left unmanned without proper relief.
Coordinate shift coverage, Lead Security Guard responsibilities, backup staffing and emergency surge requirements.
Oversee access control, visitor processing, patrols, alarm response, facility checks and after-hours protection.
Ensure personnel comply with post orders, security procedures, use-of-force limitations and reporting requirements.
Support heightened security conditions, special events and emergency staffing requirements when directed.
Personnel Readiness and Compliance
Ensure assigned guards meet all contractual qualifications before performing duty.
Track and enforce employee readiness, certification, licensing and recurring training requirements.
Coordinate onboarding, employee screening, medical evaluations, Physical Ability Testing, drug testing, weapons qualification, CPR/First Aid certification, state licensing and required background/suitability processing.
Ensure no employee performs armed duties without required approval, qualification and documentation.
Address employee performance, attendance, conduct and readiness deficiencies promptly.
Training and Quality Control
Coordinate with the Field Training Officer to maintain a fully qualified and mission-ready workforce.
Monitor completion of initial and annual training, weapons qualifications, use-of-force training, authority and jurisdiction acknowledgements, OPSEC, antiterrorism awareness, active-shooter response and suspicious-activity reporting requirements.
Implement Nalu Federal's Quality Control Plan.
Conduct or oversee inspections of guard performance, uniform appearance, post coverage, documentation, patrol compliance, equipment accountability and customer-service standards.
Identify deficiencies, implement corrective action and prevent recurrence.
Reports, Incidents and Documentation
Ensure daily logs, patrol records, visitor logs, vehicle logs, incident reports, accident reports and required operational documentation are accurate, timely and professional.
Review reports before Government submission.
Maintain inspection-ready contract records, employee readiness trackers, training files, property records and corrective-action files.
Ensure prompt reporting of serious incidents, safety hazards, lost property, lost keys, access-device issues, suspicious activity, accidents or personnel-suitability concerns.
Equipment, Property and Safety
Oversee contractor-furnished and Government-furnished property used in operations.
Ensure assigned vehicles, communications equipment, uniforms, protective equipment and checkpoint systems remain operational and properly maintained.
Enforce accountability for keys, badges, access cards, lock combinations and sensitive equipment.
Promote professional conduct, safety, operational discipline and a compliance-first culture.
Mandatory Qualifications
Due to Government contract requirements, the selected candidate must:

United States citizen

Be at least 21 years of age.
Meet U.S. Government employment eligibility requirements through E-Verify.
Possess at least a high school diploma or GED.
Communicate fluently in English and prepare accurate written reports.
Possess a valid driver's license.
Be willing and able to work full-time on-site in Vicksburg, Mississippi.
Be available during required core hours and for after-hours emergencies.
Be physically capable of performing armed security guard duties.
Be eligible to possess and carry firearms under applicable federal and state law.
Successfully complete required medical evaluation, Physical Ability Test, drug testing, background/suitability processing, weapons qualification, licensing and reliability-program requirements.
Complete or maintain CPR and First Aid certification.
Meet applicable state armed-security licensing, permit and credential requirements.
Wear the prescribed uniform and protective equipment.
Not be currently employed as a U.S. Government employee while performing duties under this contract.
Experience Requirements
At least
8 years of law-enforcement or military-service experience
strongly preferred.
At least
2 years of supervisory experience
leading security, law-enforcement, military or force-protection personnel.
Experience supervising armed-security, physical-security, law-enforcement, military-security or emergency-response operations.
Experience managing staffing, scheduling, post coverage, accountability and employee performance.
Experience preparing or reviewing incident reports, daily logs, compliance records or operational documentation.
Demonstrated professionalism and sound judgment in high-consequence environments.
Highly Preferred Background
Candidates with the following experience are strongly encouraged to apply:
U.S. Army Military Police or U.S. Air Force Security Forces.
Federal protective security, installation security or military force protection.
Police sergeant, lieutenant, captain or sheriff's-office supervisory leadership.
Armed guard-force management for federal facilities, military installations, critical infrastructure, airports, ports, nuclear facilities or high-value assets.
Army physical-security requirements, AR ******, Individual Reliability Program processes or federal armed-security operations.
Firearms instruction, weapons qualification oversight or security training management.
Access control, patrol operations, incident command, active-shooter response or antiterrorism operations.
OPSEC, Controlled Unclassified Information or federal facility-protection requirements.
Prior Department of Defense or U.S. Army Corps of Engineers support.
