Human Resources Payroll Manager, Syracuse

MLC Recruitment is seeking a detail-oriented and dependable Payroll & Human Resources Manager to oversee payroll processing and support day-to-day HR operations for our Syracuse-area client.
This role combines payroll administration with light human resources responsibilities including onboarding, benefits coordination, employee records management, and compliance support.
The ideal candidate is organized, confidential, customer-service focused, and experienced with payroll systems and HR processes.
Key Responsibilities
Payroll Administration
Process weekly payroll accurately and on time
Maintain payroll records, deductions, garnishments, commissions, and tax reporting
Ensure compliance with federal, New York State, and local payroll regulations
Reconcile payroll reports and assist with audits and reporting
Manage employee timekeeping systems and payroll changes
Coordinate with accounting regarding payroll journal entries and benefits reconciliations
Human Resources Support
Assist with onboarding, orientation, and new hire paperwork
Maintain employee personnel files and HRIS records
Support benefits enrollment, changes, and employee questions
Coordinate leave administration, workers' compensation, and compliance documentation
Support employee relations and company policy communication
Help ensure compliance with employment laws and internal procedures
Qualifications
3+ years of payroll and HR experience
Experience with payroll systems such as Paycor preferred
Knowledge of payroll laws, HR practices, and employment compliance
Strong Microsoft Excel and Office skills
Excellent organizational, communication, and problem-solving abilities
Ability to handle confidential information with professionalism
Preferred Skills
Multi-state payroll experience
Strong attention to detail and accuracy
Ability to prioritize multiple deadlines in a fast-paced environment
