Description

The Massachusetts Department of Public Health's (DPH) Office of the General Counsel is seeking a highly organized and service-driven Paralegal Specialist to support legal work that helps protect the health, safety, and well-being of communities across the Commonwealth.
The role will support attorneys and investigators at the Board of Registration in Medicine (BORIM) on matters that directly impact regulatory oversight, compliance, and public trust in Massachusetts' healthcare system.
Duties and Responsibilities
Co-coordinate with attorneys, investigators, healthcare providers, and internal stakeholders to obtain medical records, enforcement documents, and other materials required for legal and investigative matters.
Monitor compliance deadlines related to Department Orders, subpoenas, and records requests, ensuring timely follow-up and resolution.
Review, organize, and redact confidential or personally identifiable information in records and case materials in accordance with legal and agency standards.
Prepare, edit, proofread, and process legal documents, correspondence, draft subpoenas, Department Orders, pleadings, motions, and related case materials.
Support adjudicatory proceedings and trial court matters by assisting with filings, case documentation, and procedural coordination.
Coordinate the approval, issuance, and service of investigative subpoenas while ensuring adherence to applicable laws, regulations, policies, and internal procedures.
Assist with matters involving reciprocal discipline by reviewing actions taken in other jurisdictions, gathering supporting documentation, and coordinating with external licensing boards.
Serve as a professional point of contact with licensees, outside agencies, and partner organizations to obtain information and support case progression.
Maintain accurate databases, case management systems, and tracking tools for Board, Committee, enforcement, and legal matters.
Support hearings and legal proceedings by organizing exhibits, coordinating witnesses and service requirements, arranging stenography, translation services, technology needs, and other logistical requirements.
Required Qualifications
Demonstrated knowledge of the theory, principles, and practice of law.
General understanding of the terminology, symbols and standard abbreviations used in legal practice.
Familiarity with the methods of technical and general report writing.
Experience with conducting legal research methods and procedures.
Ability to read and understand legal documents such as decisions, briefs, opinions and contracts.
Preferred Qualifications
Paralegal certificate from an American Bar Association (ABA)-approved program.
Prior experience working as a paralegal, legal assistant, or in a legal support role within a law firm, government agency, healthcare organization, or regulatory environment.
Demonstrated knowledge of public records laws, including the Massachusetts Public Records Law, and experience responding to records requests and subpoenas.
Familiarity with court procedures and administrative hearing processes.
Experience managing electronic document management systems, legal databases, and case tracking tools.
Strong organizational and project coordination skills with the ability to manage multiple priorities and meet strict deadlines.
Excellent written and verbal communication skills, including experience drafting professional correspondence and legal documents.
Proficiency with Microsoft Office Suite, particularly Word, Excel, Outlook, Teams; experience with document redaction.
