Octo Consulting Group is seeking a Network Systems Engineer to join our growing team. The position will provide engineering and project management support to a major U.S. Army enterprise network transformation program as it delivers the full spectrum of network and IT services to the Army to modernize and upgrade the IT infrastructure at multiple Army installations throughout the United States. The candidate will manage various tasks in support of the program?s mission, to include collaborating with senior government officials and project managers.
Primary job duties and responsibilities may include, but are not limited to the following:
- Provide assessments of infrastructure modernization project costs, design concepts, and design changes.
- Evaluate/document design specifications, installation instructions, and other infrastructure/system related information.
- Verify stability, interoperability, portability, security, and scalability of system architecture.
- Collaborate with other engineers to select appropriate design solutions or ensure a compatible of infrastructure/system components (i.e., COT integration).
- Evaluate current or emerging technologies to consider factors such as cost, portability, compatibility, or usability.
- Provide technical guidance/support for developing or troubleshooting systems.
- Identify information communications technology (ICT) infrastructure components required to meet requirements and ensure secured systems. Analyze the integration and operation of complete ICT infrastructure components and systems.
- Investigate system components suitability for specified purposes and make recommendations regarding component use.
- Conduct site surveys to document existing IT capabilities, to include voice, data, and video.
- Plan or execute the installation, upgrade, and/or tech refresh of infrastructure components.
- Develop system integration implementation plans. Design, conduct, or review hardware or software tests.
- Establish standards to ensure operational requirements, quality requirements, and design constraints are addressed.
- Evaluate existing infrastructure to determine effectiveness and suggest changes to meet requirements.
- Communicate project information through presentations, technical reports, or white papers.
- Analyze or predict system performance under different operating conditions.
- Participate as a member of an Integrated Product Team (IPT) to render activities into actionable solutions.
- Strong IT network and telecommunications background
- Understanding and experience with large, complex IT projects and organizations.
- Experience in and understanding of Time Division Multiplexing (TDM) concepts and environments, Outside Plant (OSP) campus infrastructure, Inside Plant (ISP) requirements, Telephony, Voice over Internet Protocol (VoIP)/Unified Capabilities (UC) concepts, and Session Initiated Protocols (SIP) technologies.
- Ability to analyze information from multiple sources to compile a complete, holistic solution, and communicate recommendations and issues to high-level commanders/executives to influence decisions that support the organization's overall strategic plan.
- Experience in supporting a Project Office in daily operations and execution. Ability to manage PM activities and add value supporting operations.
- Extensive familiarity and experience with Army references, standards, and guidelines pertaining to IT and systems engineering.
- Possess strong leadership, teamwork, and team building skills with the proven ability to perform in a dynamic environment.
- Skilled in file management and managing files and data in a shared environment.
- Skilled in using Microsoft Office applications (Outlook; Word; PowerPoint; Excel; SharePoint; Project).
- Ability to work in a collaborative environment, and to solicit and provide constructive feedback.
- Ability to think strategically, and actively participate in discussions with client, management and staff.
- Flexibility to adapt and adjust to meet short suspense?s and changing mission requirements.
Preferred Experience
- Designing IT networks
- Knowledge in government contracting, budget, cost, and logistics.
- Preparing and providing budget documentation, to include preparing estimated cost and manpower requirements, and justification for costs and manpower.
- Experience in organization and management of process improvements.
- Understanding of the Defense Information Systems Agency?s (DISA) IT policies and architecture.
- MS Project experience.
- PMP (desired but not required)

. Requirements:Education and Experience:
- Bachelor's degree from an accredited education institution, or demonstrated 6 years of recent equivalent experience, with a major in a field that provides substantial knowledge useful for managing IT requirements and system engineering activities.
- At least 6-10 years of related IT systems engineering experience
Security Clearance:
- U.S. Citizen with active Interim DoD Secret or higher clearance.
