Oracle Subject Matter Expert (SME)
We are seeking an Oracle Subject Matter Expert (SME) to provide advanced technical leadership, deep Oracle expertise, and advisory support for enterprise and mission-critical database environments at USCB. Responsibilities&Qualifications: Five (5) or more years of hands-on experience as an Oracle Database Administrator supporting enterprise and production database environments. Experience must include Oracle database administration (11g, 12c, or higher), advanced SQL and PL/SQL development, performance tuning, troubleshooting, and operational support in a multi-tiered environment.The individual must demonstrate expert-level Oracle knowledge and the ability to provide technical leadership and independent problem resolution. Education: A bachelor's degree in computer science or a related technical field is required. Fifteen (15) years of applicable experience may be substituted for degree requirements.Certifications Must possess at least one Oracle database certification relevant to the scope of this effort, such as: Oracle Database Administrator Professional (11g or higher) Oracle Database Performance Tuning Expert (11g or higher) Oracle Database Security Implementation Specialist (11g or higher)Oracle Database SQL Expert Oracle Enterprise Manager 12c Implementation Specialist or higher Oracle WebLogic Server 11g System Administrator or higher Oracle Application Server / Grid 11g or higher Oracle Identity Manager 11g Implementation Specialist or higher Clearance: Public Trust - Moderate RiskAdditional Knowledge Areas Preferred: Minimum five (5) years of experience performing Oracle database administration duties, specializing in Oracle and SQL. Extensive experience with Oracle SQL and PL/SQL, including development of complex queries and advanced database objects. Deep expertise in Oracle performance tuning, partitioning, indexing, and compression.Hands-on experience supporting large-scale, mission-critical production databases in a multi-tiered environment. Experience with Oracle product troubleshooting and advanced problem resolution. Experience configuring and administering Oracle databases (12c or higher) on Linux platforms. Experience with operating systems including Sun Solaris 10.0 or later and Red Hat Linux 6.x or later.Strong ability to work independently and provide technical leadership. Strong oral and written communication skills. Functional Responsibilities: Serves as the technical authority and subject matter expert for Oracle database technologies across the enterprise. Provides expert-level Oracle database administration support for large, complex, multi-tiered production environments.Performs advanced installation, configuration, upgrade, patching, monitoring, and maintenance of Oracle databases (11.x, 12.x, and higher). Provides 24x7 production and on-call troubleshooting support, including complex issue resolution and root cause analysis. Designs, develops, and optimizes advanced database objects using Oracle SQL and PL/SQL, including packages, procedures, functions, views, cursors, and complex business logic.Leads database performance tuning and optimization efforts, including partitioning, indexing, compression, and query optimization. Provides expertise in storage management using Oracle Automatic Storage Management (ASM) and supports Oracle Real Application Clusters (RAC) configurations. Supports spatial data management and analysis using Oracle Spatial and Graph, including development of physical, network, and social graph data models.Advises program teams and stakeholders on Oracle architecture, design decisions, scalability, and best practices. Works directly with onsite and offsite customers to gather requirements, analyze needs, and develop effective database solutions. Troubleshoots Oracle product issues and provides expert guidance for problem resolution and corrective actions.Supports Oracle database environments operating on Linux and UNIX-based operating systems, including Sun Solaris and Red Hat Linux. Develops and maintains technical documentation, standards, and best practices in alignment with DCoE policies. Works independently while mentoring junior and mid-level database administrators.The U.S. Census Bureau (USCB) is the nation's leading source of high-quality data on the population and economy, supporting evidence-based decision-making across the Federal Government, industry, and the public. To sustain and modernize its data infrastructure, the Census Bureau is establishing an enterprise Database Center of Excellence (DCoE) to centralize and standardize database administration services across the organization. Census Bureau systems operate within a complex, heterogeneous IT ecosystem that includes multiple operating systems, database technologies, and deployment models. This position works collaboratively with program offices, infrastructure teams, and cybersecurity stakeholders to ensure consistent, secure, and high-performing database services across the enterprise.Location: Suitland, MD Type of environment: Office Noise level: Low Work schedule: Schedule is day shift Monday - Friday. May be requested to work evenings and weekends to meet program and contract needs. Amount of Travel: Less than 10% Wage Information Target salary range: $130,000 - $155,000. The salary range displayed is an estimate and will be determined based on several factors, including the individual's combination of education, knowledge, skills, competencies, and experience, as well as contract parameters and organizational requirements.
